Thomas Scapoli

Thomas Scapoli represents clients in proceedings before the state and federal courts of New York, as well as the Office for Civil Rights, New York State Division of Human Rights, and the Westchester County Department of Health. In 2006, he assisted in Arlington Central School District v. Murphy, a United States Supreme Court case holding that school districts are not required to pay for parents' expert fees in special education proceedings.
In 2018, Mr. Scapoli successfully defended the Mount Vernon School District in T-Mobile Northeast, LLC. v. DeBellis. In this matter, the New York State Court of Appeals ruled that cellular data transmission equipment constitutes taxable property under the Real Property Tax Law.
Mr. Scapoli has served as a speaker for the New York State Bar Association and the New York State School Boards Association. He has also presented to clients on topics including special education, Section 504 of the Rehabilitation Act, school construction, transgender issues, and sexual harassment.
