Colleen F. Dowd

Senior Counsel

Colleen Dowd’s practice centers on federal litigation, FMLA, ADA, employment discrimination, Civil Service Law, Education Law, and construction law. She represents clients in public sector management issues and related litigation, bringing a focused approach to complex legal challenges.

 

During law school, she gained early experience through internships with the Equal Employment Opportunity Commission (EEOC) and for the Honorable Lawrence S. Margolis at the United States Court of Federal Claims.

 

Ms. Dowd began her legal career as a federal law clerk for the Honorable James T. Turner at the United States Court of Federal Claims in Washington, D.C. She then served as an Assistant County Attorney in the Suffolk County Attorney’s Office, General Litigation Bureau, where she focused on representing public sector management in employment discrimination claims, employee disciplinary matters, and compliance with federal and state laws. Ms. Dowd first joined Ingerman Smith LLP in 2004, concentrating on labor, employment, civil service issues, general education matters, and litigation before various agencies and courts. After a period at a local firm, she returned to Ingerman Smith LLP in 2024, continuing her emphasis on public sector management and litigation, including general education, labor and employment, and construction matters.
